The son of an Army veteran and Baptist minister who instilled in him the values of service, faith, and leadership, Terrance has carried those lessons from the baseball diamond to the business world and into public office. After a successful career in professional baseball, he earned his bachelor’s degree from the University of North Florida and a master’s degree in sports psychology from California University of Pennsylvania. He went on to spend more than a decade as a teacher, coach, and school administrator, helping young people grow and preparing the next generation to thrive.
Today, Terrance serves as Senior Project Manager of Apprenticeship Programs at Miller Electric Company, where he leads workforce initiatives that are creating jobs, building careers, and strengthening Jacksonville’s economy. A lifelong advocate for education and skills training, he has made it his mission to connect working families with opportunities that lead to lasting success. By expanding apprenticeships and advancing workforce development, he has helped open doors for countless residents to find good-paying jobs and long-term careers.
In addition to his career in business, Florida Governor Rick Scott appointed Terrance to the Jacksonville City Council District 10 in 2018. The following year, he was elected citywide to the At-Large Group 1 seat. He was overwhelmingly re-elected in 2023 with 65 percent of the vote and the highest number of votes of any candidate on the ballot. His colleagues elected him Vice President in 2021 and unanimously selected him as Council President for the 2022–2023 legislative term.
On the City Council, Freeman has delivered real conservative results. As Council President, he delivered historic property tax cuts to Jacksonville families, championing the first millage reduction in a decade. He authored the resolution that brought Governor Ron DeSantis’ Department of Government Efficiency to Jacksonville to cut waste. He helped lead the charge to prohibit tax dollars from going to illegal immigrants. He ensured full funding for first responders and provided them with the tools they need to keep our community safe, including the Jacksonville Sheriff’s Office and Jacksonville Fire and Rescue Department. He also championed workforce development through the Jacksonville Upward Mobility Program (JUMP).
